On 6.5.25, Professor Dr. Said Gulyamov, Head of the Cyber Law Department at Tashkent State University of Law, delivered a compelling lecture on the legal implications of the EU Digital Markets Act (DMA) as part of the LDE (Law of the digital economy) series.
The lecture focused on how the DMA aims to regulate powerful digital „gatekeepers“ like Google, Amazon, and Meta, promoting fair competition and user rights in digital ecosystems. Gulyamov provided critical analysis of the DMA’s provisions, including data interoperability, platform neutrality, and anti-monopoly enforcement mechanisms.
Drawing from his extensive scholarship in digital governance and cyber law, Gulyamov contextualized the DMA within broader global efforts to regulate digital markets, comparing EU frameworks with emerging legal systems in Central Asia and beyond.
A highlight of the session was his discussion on the challenges of enforcing digital law across jurisdictions, particularly in light of decentralized technologies like blockchain. He also invited reflection on ethical governance and the future of sovereign digital policy-making.
The lecture concluded with a dynamic Q&A, where Professor Gulyamov encouraged students and professionals to critically engage with evolving digital legal structures.
