Quantum and law – new report published

The paper Quantum Computing and Law – Challenges for Data Protection, Evidence Law and Product Liability by Thomas Hoeren and Stefan Pinelli examines the emerging legal implications of quantum computing for core areas of information law. It argues that the combination of quantum computing and artificial intelligence fundamentally alters the legal landscape for data protection, evidentiary processes, and product liability. The authors highlight the limitations of current European legal frameworks in addressing uncertainty introduced by quantum technologies and call for the development of clear normative criteria to uphold principles of the digital rule of law. The analysis underscores the urgency of adapting legal doctrine and regulatory approaches to ensure legal certainty, protect fundamental rights, and manage technologcal risks as quantum computing transitions from theory to practical application.
