Dr. Alexandra Zeller, legal counsel at Bochum University of Applied Sciences, will receive the prestigious research prize of the Association for the Promotion of Intellectual Property Rights at the University of Münster at a ceremony on February 20. In her award-winning dissertation, she analyzes the interface between open access and export control in the context of international knowledge transfer, according to the award citation: “Based on the freedom of science under Article 5 (3) of the Basic Law and the objectives of export control, she shows the growing tensions between open scientific communication and the protection of security-relevant research. In particular, the legal foundations, uncertainties in the classification of research projects and practical risks for scientists and institutions are addressed. Finally, the doctoral thesis outlines possible solutions for achieving a sustainable balance between academic freedom, compliance requirements and national security interests.”
